A WhatsApp chatbot answers the messages customers send to your business number, using your own prices, timetable and rules, and passes anything it cannot handle to a person on your team. For a Singapore SME (small or medium-sized business), it pays off when enquiries arrive faster than staff can reply and customers book elsewhere while they wait.
People also call it a WhatsApp bot or a WhatsApp AI chatbot, and the two reply in different ways. Meta calls the product underneath the WhatsApp Business Platform. It is also known as the WhatsApp Business API, after the technical connection that lets software send and receive WhatsApp messages.
This guide covers what a chatbot should answer and what it should hand to staff, the app versus the Platform, Meta's rules on AI, what goes wrong and where a smaller business should start. Cortex Lab AI is a Singapore AI consultancy that builds WhatsApp assistants for SMEs.
What does a WhatsApp chatbot handle, and what does it hand over?
An AI chatbot for customer service should answer questions that have a known answer and hand over anything that needs judgement, money or an exception. Write both lists before the assistant goes live, and approve every reply script before a customer sees it.
| Enquiry | Who answers |
|---|---|
| Opening hours, location, parking, and prices from your published list | The assistant |
| Whether you have a free slot on Saturday | The assistant, once it is connected to your calendar or booking system |
| Booking a trial, a first visit or a call back | The assistant, which confirms the booking and passes the details to your team |
| A discount request, refund or complaint | Your team |
| Anything about a person's health, money or legal position | Your team |
| A customer who asks for a person | Your team, straight away |
| A question the assistant has no source for | Your team, with the conversation attached |
If the assistant also needs to read from or write to other systems, such as a CRM (your customer records system) or your invoicing, that becomes an AI integration project rather than a chatbot setting.
How should the human handover work?
The assistant tells the customer that a person will reply and, outside working hours, roughly when. Your team picks up the conversation with the full history in front of them, so the customer does not have to repeat themselves.
Meta requires a way through to people. Its WhatsApp Business Messaging Policy says a business that uses automation "must also have available prompt, clear, and direct escalation paths", such as a transfer to a human agent in the chat, a phone number or an email address.
What is the difference between a WhatsApp bot and a WhatsApp AI chatbot?
A WhatsApp bot usually sends fixed menus and replies, and customers pick numbered options. A WhatsApp AI chatbot writes its replies from your own information, so customers can ask in their own words. Both should hand over to a person when they cannot help.
A menu bot has no answer for a question its menu leaves out, so the customer picks the nearest option or gives up. An AI chatbot copes with questions phrased in ways nobody planned for. It can also answer wrongly, so it needs a source for every answer and someone who reads the conversations.
Do you need the WhatsApp Business app or the WhatsApp Business Platform (API)?
An AI chatbot that books appointments or reads your customer records runs on the WhatsApp Business Platform. The free WhatsApp Business app suits a business with one number, where staff answer the messages themselves.
| WhatsApp Business app | WhatsApp Business Platform (often called the WhatsApp Business API) | |
|---|---|---|
| Cost | Free to download | Meta charges per message, and your provider charges for its service |
| Phone numbers | One per app | Several numbers and display names |
| Automation | Greeting messages, away messages and quick replies. Meta is adding its own AI agent in select markets | Chatbot features and automated message sequences |
| Other systems | Not among the app's listed features | Connects to customer support, customer records (CRM) and sales systems |
| How you get it | Download it from the app store | Through a developer or one of Meta's Business Messaging Partners |
In the WhatsApp Business app vs API choice, the deciding question is whether replies come from software or from a person holding the phone.
If you already use the app, you may not need a new number. Meta lets a provider connect an existing WhatsApp Business app number to the Platform, and you can keep replying from the app with the message history kept in sync. Not every provider supports this, so ask before you sign.
What do Meta's rules say about AI chatbots?
Meta's platform terms limit AI. Since 15 January 2026, AI companies may offer general-purpose AI assistants on the Platform only where the law requires Meta to allow it, and Singapore is not on Meta's list of those countries. The ban covers AI that is the "primary (rather than incidental or ancillary) functionality" on offer. An assistant that answers questions about your own business uses AI as part of your customer service, so in our reading it falls outside the ban. Meta decides where that line sits "in its sole discretion".
If a business uses an AI company as its WhatsApp provider, the same terms bar using the conversation data to train AI models. The one exception is fine-tuning (further training) a model kept for that business alone.
How much does a WhatsApp chatbot cost in Singapore?
Expect three separate bills: the build, the provider or platform subscription, and Meta's per-message fees. From 1 October 2026, Meta also charges for the replies a business sends in the 24 hours after a customer's last message, at S$0.0205 each to a Singapore number on its Singapore-dollar rate card, after the first 1,000 a month on each business number. What an AI chatbot costs in Singapore compares build and subscription prices, and the WhatsApp Business API pricing guide for Singapore sets out every message type and rate.
Is a WhatsApp chatbot PDPA compliant?
It can be, and the legal responsibility stays with your business. The PDPA, Singapore's privacy law, covers the names, phone numbers and bookings a chatbot collects, and the PDPC's guidelines say you keep the same obligations when a vendor handles that data for you. Our PDPA checklist for AI chatbots and ChatGPT traces where a WhatsApp message travels and what to ask each company along the way.
Can a grant pay for a WhatsApp chatbot?
Sometimes. Enterprise Singapore's EDGE Grant replaced the Productivity Solutions Grant (PSG) at the end of September 2026, and its GenAI customer engagement chatbot category funds packages from vendors pre-approved on SMEs Go Digital, a list run by IMDA (the Infocomm Media Development Authority). You must apply yourself, before any work starts or any deposit is paid. Our guide to EDGE funding for AI chatbots explains which projects fit, what is covered and the order to do things in.
What happens when the chatbot gets something wrong?
It will, occasionally. Plan for these cases before the assistant goes live:
- It has no source for the answer. It says it will pass the question on and sends it to a named person, rather than guessing.
- The message arrives at 11pm. It tells the customer when a person will reply, and the conversation is waiting for your team in the morning.
- The customer sends a photo or a voice note. Set a rule in advance, which usually means sending it to a person.
- The customer writes in a language you have not approved. It goes to a person. Decide up front which languages the assistant answers in.
- The customer sends an NRIC or card number. Meta's policy tells businesses not to ask people for full payment card numbers, financial account numbers or personal ID card numbers, so the assistant should never ask for an NRIC (Singapore identity card) number. If a customer sends one anyway, it replies that it cannot accept it, and the message is flagged for deletion.
- It gives a wrong answer. A weekly read of the conversations finds it. Fix the source, such as an out-of-date price list, so the same mistake does not repeat.
- You need to follow up more than 24 hours after the customer's last message. WhatsApp only allows that with a message template, a pre-written message that Meta has approved. Meta charges for each one delivered.
Do you need a WhatsApp chatbot at all?
It depends on how many enquiries you get and what they ask. Below about 10 enquiries a day, start with the free WhatsApp Business app's greeting messages, away messages and quick replies. If most questions come from a short list that rarely changes and the answers never depend on your calendar, a chatbot tool you subscribe to and set up yourself is the next step up.
A chatbot earns its place once replies fall behind, answers depend on a calendar or prices that change, or enquiries keep arriving after hours. It does not have to sit on WhatsApp. If most enquiries arrive through your website, start with website chat.
Keep a person on messages about health, money or ID details, or ones that need a judgement call. An assistant adds risk there and saves little, though it can still handle bookings, opening hours and directions and pass the rest to your staff.
Questions to ask any WhatsApp chatbot vendor
- What is the one-off fee, and what is the monthly fee after the assistant goes live?
- Are Meta's per-message fees included, passed through at cost, or marked up?
- Who updates the answers when our prices or timetable change, and is that included?
- What does the assistant do when it cannot answer, and who on our team receives the handover?
- Can we read every conversation, and who reviews the wrong answers?
- Where is customer data stored, and is it used to train any AI model?
- If we leave, do we keep the phone number, the conversation history and the answers you wrote?

Frequently asked questions
Is a WhatsApp chatbot free?
The WhatsApp Business app is free to download. Its built-in automation is greeting messages, away messages and quick replies, and Meta is adding its own AI agent, Meta Business Agent, for eligible businesses in select markets. A chatbot you build or buy runs on the WhatsApp Business Platform, where Meta charges per message. From 1 October 2026 that includes replies to customers beyond the free 1,000 a month per number, on top of any provider or build fees.
Can a WhatsApp chatbot hand a conversation to a human?
Yes, and Meta requires it. Its WhatsApp Business Messaging Policy says a business that uses automation must offer prompt, clear and direct escalation paths, such as a transfer to a human agent in the chat, a phone number or an email address.
Can we keep our existing WhatsApp number?
Usually, yes. Meta lets a provider connect an existing WhatsApp Business app number to the Business Platform, and you can still reply from the app, with the message history kept in sync. Check that your provider supports this before you sign.
Will customers know they are talking to a bot?
They should. The opening message should say the customer is talking to an automated assistant, what it collects and why, and how to reach a person. That helps you meet the PDPA's Notification Obligation, which requires telling people why you collect their data. It also gives customers the escalation paths Meta's policy requires.
