WhatsApp Chatbot for Singapore SMEs, Built and Tuned

A WhatsApp chatbot answers the messages customers send to your business number, using your own prices, timetable and rules, and passes anything it cannot handle to a person on your team. We set these up for Singapore SMEs (small and medium-sized businesses) that get a steady flow of WhatsApp enquiries and lose some of them because nobody replies in time.

People search for it under several names. A WhatsApp bot often means a menu of numbered options. A WhatsApp AI chatbot writes its replies from the information you give it, so customers can ask in their own words. Meta calls the product underneath the WhatsApp Business Platform. It is also known as the WhatsApp Business API, after the technical connection that lets software send and receive WhatsApp messages.

Some businesses do not need any of this, and the free WhatsApp Business app covers them. We say where that line sits further down, along with what WhatsApp charges per message, the PDPA basics and how our done-for-you service, Kai Dojo, works.

What does a WhatsApp chatbot handle, and what does it hand over?

An AI chatbot for customer service should answer questions that have a known answer and hand over anything that needs judgement, money or an exception. We write both lists with you before the assistant goes live, and you approve every reply script before a customer sees it.

When the assistant hands over, it tells the customer that a person will reply and, outside working hours, roughly when. Your team picks up the conversation with the full history in front of them, so the customer does not have to repeat themselves.

Meta requires a way through to people. Its WhatsApp Business Messaging Policy says a business that uses automation "must also have available prompt, clear, and direct escalation paths", such as a transfer to a human agent in the chat, a phone number or an email address. If the assistant also needs to read from or write to other systems, such as a CRM (your customer records system) or your invoicing, that becomes an integration project with your existing tools rather than a chatbot setting.

Do you need the WhatsApp Business app or the WhatsApp Business Platform (API)?

An AI chatbot that books appointments or reads your customer records runs on the WhatsApp Business Platform. The free WhatsApp Business app suits a business with one number, where staff answer the messages themselves.

If you already use the app, you may not need a new number. Meta lets a provider connect an existing WhatsApp Business app number to the Platform, and you can keep replying from the app with the message history kept in sync. Not every provider supports this, so ask before you sign.

Meta's platform terms also limit AI. Since 15 January 2026, AI companies may offer general-purpose AI assistants on the Platform only where the law requires Meta to allow it, and Singapore is not on Meta's list of those countries. The ban covers AI that is the "primary (rather than incidental or ancillary) functionality" on offer. An assistant that answers questions about your own business uses AI as part of your customer service, so in our reading it falls outside the ban. Meta decides where that line sits "in its sole discretion".

If a business uses an AI company as its WhatsApp provider, the same terms bar using the conversation data to train AI models. The one exception is fine-tuning (further training) a model kept for that business alone.

How much does a WhatsApp chatbot cost in Singapore?

Expect three separate bills: the build, the provider or platform subscription, and Meta's per-message fees. Prices for an AI chatbot in Singapore vary widely. Vendors selling in Singapore publish one-off prices from about S$8,000 for a simple FAQ bot, one that answers frequently asked questions. &7 quotes S$8,000 to S$12,000 for one, and Kaopiz quotes S$8,000 to S$20,000 for a rule-based FAQ bot. For a customer-support bot that connects to your systems and hands over to staff, &7 quotes S$15,000 to S$22,000 and Kaopiz quotes S$45,000 to S$90,000. These are vendor figures. A gap that wide means the scope behind them differs, so compare what is included as well as the total.

Meta's fees sit on top of whatever your vendor charges. From 1 October 2026, Meta charges per message for the replies a business sends in the 24 hours after a customer's last message. These replies cost the same as utility messages, the category for updates such as order confirmations. Meta's own Singapore-dollar rate card, effective 1 October 2026, lists S$0.0937 per marketing message and S$0.0205 per utility, authentication or reply message sent to a Singapore number. Each business phone number gets its first 1,000 replies a month free.

Ads can also make replies free. If a customer messages you from an ad that clicks to WhatsApp, using WhatsApp on their phone, and you reply within 24 hours, Meta opens a free entry point window. While it is open, which can be up to 7 days, Meta does not charge for your messages to that customer.

As an illustration, an assistant that sends 3,000 replies in a month pays for 2,000 of them after the free 1,000. At S$0.0205 each, that adds about S$41 in Meta fees.   1. We map how you sell today. We read a sample of your past enquiries and talk to whoever answers them. We note what people ask, where they drop off and what usually gets them to book.
  2. We build the flows. We write the replies, the questions it asks and the handover rules, and connect it to your calendar or booking system. You approve every script before it goes live.
  3. We tune it every week for the first month. We review the conversations, correct the answers it got wrong and rework the ones that lost the lead. Owners rarely have time for this step, and it decides whether the assistant sells.
  4. It hands the hard ones to your team. Anything it cannot answer, and anyone who asks for a person, goes straight to your team with the conversation attached.

What your enquiries tell you

Every conversation shows what customers ask, where they hesitate and which questions nobody had a good answer for. It might be a price that confuses people, a question about parking or trial classes that comes up every day, or a reason people leave without booking. We share those patterns with you during tuning, so you can fix the gap in the business as well as in the chatbot.

What we will not claim

Kai Dojo is new, and there are no client results to show you yet. Before the assistant goes live we record your current numbers, such as enquiries a week, reply times and bookings, so you can check any change for yourself. It will get some answers wrong in the first weeks. That is what the tuning is for, and you will see every correction we make.

Who it suits

Businesses with a steady flow of WhatsApp enquiries that lose some because nobody replies fast enough, and whose owners would rather hand the setup to someone than learn it themselves. Tuition and enrichment centres can read how this works for parents' enquiries. For clinics, we recommend keeping the assistant to bookings, opening hours and directions, and sending anything about symptoms or treatment to your staff. If someone on your team has the time to build and maintain the flows on a chatbot platform, you may not need us, and we will tell you so.

Is a WhatsApp chatbot PDPA compliant?

It can be, and the legal responsibility stays with your business. The PDPA, Singapore's privacy law, applies whenever a business collects, uses or discloses personal data. The PDPC, the regulator that enforces it, gives a customer database as an example of personal data in its guidelines. The names, phone numbers and bookings a chatbot collects build one. If a vendor handles that data for you, the PDPC's guidelines say you have the same obligations as if you handled it yourself.

Meta's WhatsApp Business Messaging Policy puts the same duty on you. It says: "You are responsible for and must secure all necessary notices, permissions, and consents to collect, use, and share people's content and information, including maintaining a published privacy policy, and otherwise complying with applicable law." It also tells businesses not to ask people for full payment card numbers, financial account numbers or personal ID card numbers. An assistant should never ask for an NRIC (Singapore identity card) number to check a booking.

In practice, that means three things. The opening message tells the customer they are talking to an automated assistant, what it collects and why, and how to reach a person. You keep a written rule on how long chat logs are kept. And you keep each vendor's data processing terms, the part of the contract that covers how they handle your customers' data, on file. Can a grant pay for a WhatsApp chatbot?

Sometimes. The Productivity Solutions Grant (PSG) no longer takes new applications. Enterprise Singapore's EDGE Grant replaced it at the end of September 2026. EDGE has a category for GenAI customer engagement chatbots, meaning chatbots that use generative AI to write their replies. To apply under it, you pick a package from a vendor pre-approved on SMEs Go Digital, a list run by IMDA (the Infocomm Media Development Authority). Cortex Lab AI is not a pre-approved EDGE vendor, so our work does not qualify for that category.

Two EDGE rules catch people out whichever vendor you choose. You must not start work or pay a deposit before you submit the application. And you must apply yourself, because Enterprise Singapore does not allow a vendor to apply on your behalf. What happens when the chatbot gets something wrong?

It will, occasionally. These are the cases we plan for before the assistant goes live:

  • It has no source for the answer. It says it will pass the question on and sends it to a named person, rather than guessing.
  • The message arrives at 11pm. It tells the customer when a person will reply, and the conversation is waiting for your team in the morning.
  • The customer sends a photo or a voice note. We agree a rule with you, which usually means sending it to a person.
  • The customer writes in a language you have not approved. It goes to a person. We agree with you which languages the assistant answers in.
  • The customer sends an NRIC or card number. The assistant replies that it cannot accept it, and the message is flagged for deletion.
  • It gives a wrong answer. We find it in the conversation review and fix the source, such as an out-of-date price list, so the same mistake does not repeat. You see the correction.
  • You need to follow up more than 24 hours after the customer's last message. WhatsApp only allows that with a message template, a pre-written message that Meta has approved. Meta charges for each one delivered.

Do you need a WhatsApp chatbot at all?

Not always. If you get fewer than about 10 enquiries a day, the free WhatsApp Business app's greeting messages, away messages and quick replies may be enough. If most questions come from a short list that rarely changes and the answers never depend on your calendar, a chatbot tool you subscribe to and set up yourself may cover it for less than any done-for-you service. An AI chatbot for business does not have to sit on WhatsApp either. If most enquiries arrive through your website, start with website chat.

Hold off if most of your messages are about health, money or ID details, or need someone to make a judgement call. An assistant adds risk there and saves little. And if you have someone with time to build and maintain the flows, a chatbot platform and that person's hours may be all you need.

Questions to ask any WhatsApp chatbot vendor

  1. What is the one-off fee, and what is the monthly fee after the assistant goes live?
  2. Are Meta's per-message fees included, passed through at cost, or marked up?
  3. Who updates the answers when our prices or timetable change, and is that included?
  4. What does the assistant do when it cannot answer, and who on our team receives the handover?
  5. Can we read every conversation, and who reviews the wrong answers?
  6. Where is customer data stored, and is it used to train any AI model?
  7. If we leave, do we keep the phone number, the conversation history and the answers you wrote?

Frequently asked questions

Is a WhatsApp chatbot free?

The WhatsApp Business app is free to download. Its built-in automation is greeting messages, away messages and quick replies, and Meta is adding its own AI agent, Meta Business Agent, for eligible businesses in select markets. A chatbot you build or buy runs on the WhatsApp Business Platform, where Meta charges per message. From 1 October 2026 that includes replies to customers beyond the free 1,000 a month per number, on top of any provider or build fees.

What is the difference between a WhatsApp bot and a WhatsApp AI chatbot?

A WhatsApp bot usually sends fixed menus and replies, and customers pick numbered options. A WhatsApp AI chatbot writes its replies from your own information, so customers can ask in their own words. Both should hand over to a person when they cannot help.

Can we keep our existing WhatsApp number?

Usually, yes. Meta lets a provider connect an existing WhatsApp Business app number to the Business Platform, and you can still reply from the app, with the message history kept in sync. Check that your provider supports this before you sign.

Will customers know they are talking to a bot?

They should. We set the opening message to say the customer is talking to an automated assistant, what it collects and why, and how to reach a person. That helps you meet the PDPA's notification obligation, which requires telling people why you collect their data. It also gives customers the escalation paths Meta's policy requires.

Will a WhatsApp chatbot let us reduce staff?

We do not sell it on that basis. The assistant takes the repeat questions and the after-hours enquiries. Your team still owns the handovers, the difficult conversations and the decisions about what the assistant should say.
